Who To Blame For A Failing System

The constitution review congress which held on the 25th of January witnessed a shocking twist when the Dean of the faculty stepped in to announce that quite a number of students have submitted fake evidence of payment for the Laboratory/Studio Fees and that such students will not go scot free.
The scale of this dastardly act is very appalling as the number of students involved were allegedly over 70. However, it does beg the question; what would lead students who are well aware of the consequences of their actions jeopardize their studentship?
Recall that the introduction of the Laboratory/Studio fees was met with protests from students who were already struggling with paying school fees, accommodation fees, utility fees and so on. A lot of students were determined not to pay, that is until they received information that they would not be allowed to write examinations if they refuse to pay.
The increments and the newly introduced fees burdened the mind of a lot of students, some of who are either seeing themselves through school or have struggling parents. Can we then say this is a justification for fabricating evidence of payment?
Shall we blame the school authority and tag them 'heartless' for burdening struggling students even more when we all know quite well that university staff have their own struggles with the federal government. Aside from being owed salaries, many of them are forced to make do with less than standard infrastructure but is this justification for apparently taking this out on the students?
Or shall we blame the 'ogas at the top', many of whom have proven over and over to be above the law. Shall we blame those out of reach who laugh at our tears and scoff at our threats? Or do we all share the blame for making life difficult for one another in turn? Who's to blame for this failing system?
